- International Code Council - International Code Council (ICC) is a recognized agency which sets standards for industry wide construction code. Several smaller agencies consolidated into the ICC; such as SBCCI, BOCA and ICBO under the one organization, International Code Council (ICC). The ICC does offer code certification. The initial level is Registered Building Inspector or RBI.
